J
3319 52nd PL SW
Everett, WA. 98203
April 3. 2002
Mayor Ed Hansen
2930 Wetmore
verett, WA. 98201
Dear Mayor Hansen,
o rcrod
APR - 4 2002
MAYOR'S OFFICE
Everett, YIIA 98201
Bridal Pazk is an established neighbofiood where my parents bought their home over
thirty years ago. It saddens me that now I must ask for help conceming potendal earth
movement due to new construction in this neighborhood. I have lived in this azea for
much of my life. My mother was very active in thc community, scrving as a member o[
General Hospita]'s children's foundation boazd. My father awned his ow business in
Everett and volunteered his time serving on Everett city's boacds. Whn I inherited this
home I became the guardian of my parents home. Next tc my parent:' home there was a
hillside lot, which was sald last yeaz. Don Schwab, the p:rson who puickased the
property, wunted his home to have the best view possible.
The first thing Mr. Schwab did was to cleaz-cut the hillside, cutting down firs that were
over seventy-fivc yeazs o1d. This property is an environmentally sensitive azea. His
property has a natural spring and, now with the trees gone, there is substantially more
runoff to the property below.
In addidon to the clear-cu[ting, Mr. Schwa6 dug a ditch that is within two feet of our
fence. This would have been fine on level property, however my property is tiered by
rocks. Now the stability of our hill has been jeop;vdized and ! am concemed that the
resulung earth movement will effer,t my foundation.
Mr. Schwab's foundntion is now quite a bit higher then the original grade of the land. He
has added dirt along the sides and to the back of the property in order to be even with the
top of the foundation. This will cause his yard to be higher than mine. The natural water
table will be changed because water will be draining into my yard instead of going down
the hillside as it has in the past.
I have voiced these concems to the City of Everett planning departrnent. However, the
planning department is focused (perhaps appropriately) on issues reladng to the stiucture
of the new home, rather Ihan the adverse effect that this change in the landscape will have
on neighboring properties. Having nowhere else to tum regarding my concems, I ask for
your help in reversing the damage that has occurred. Please feel free to contact me at
670-4824. I appreciate your considcration and look forwazd to hearing from you.
Sincerely,
-, '` ..,..
Kitty Kohlins Wilhlem
