/ <br /> ADDENDUM <br /> NOTICE OF FINAL <br /> MITIGATED DETERMINATION OF NONSIGNIFICANCE <br /> SEPA A�06•013 <br /> Chase Warehouse <br /> July 18, 2007 <br /> Description of Original Proposal: The proposed project includes the construction of an 8,524 <br /> square foot building encompassing 3,045 square feet of office space and 5,479 square feet of <br /> warehouse space, including seven (7) loading docks and twe���:y-one (21) parking stalls. The <br /> project site is located at 100'" Sirzet SW and 23i°Avenue, and includes two (2) half acres <br /> parcels. There are two (2)wetlands on the site (Wetlands A and B) and their associated <br /> buffers. The proposed project will impact approximately 2,916 square feet of buffer area and <br /> approximately fiHy (50) square feet of wetland area. The applicant shall be required to provide <br /> mitigation in accordance with Sectien 19.37.050(A)7 of the Everett M;�nicipal Code. NOTE: <br /> The site plan dated March 10, 2006 shows a fifty (50) foot buffer. The required wetland <br /> buffer for ::ategory III wetlands with habitat functions less than twenh• '20) is 60 feet, not <br /> the fifty (50) feet shown on the site plan (Please see Memorandum fro�.� Mary <br /> Cunningham dated August 8, 2006). Staff recommends that t'he appiicant consider off- <br /> site mitigation as a viable alternative for complying with the City's ESA Ordinance or <br /> revising the site plan to show a sixty (60�foot buHer. <br /> Project Impacts and Proposed Conceptual Mitigation <br /> The proposed project consists of a small warehouse/office building and site access and parking <br /> area de�elopment. Due to site constraints and needed size of the Business Park use, and <br /> parking requirements, no suitable on-site mitigation could be located. Therefore, offsite <br /> mitigation for the complete filling of the two Category III wetlands is being proposed m this <br /> addendum. A nearby off-site mitigation site was located, but was not suitable to provide a 6:1 <br /> enhancement mitigation ratio as required by EMC 19.37.120(C)(5). This site was not suitable <br /> for wetland creation. <br /> EMC 19.37.050(A)(7) exempts ce�tain small wetlands from mitigation sequencing (avoidance, <br /> minimization, restoration, etc.) normally required by the Code. The requirements for the <br /> exemption are: <br /> a. Category I, II, �II and IV wetlands less than 1,000 square feet in area that are non- <br /> riparian, not part of a wetland mosaic, and noi designated a Priority Habitat by the <br /> Washington Oepartment of Fish and Wildlife; and <br /> b. Category II and IV wetlands between 1,000 and 4,000 square feet in area that meet <br /> the above stipulations and in addition score less than 20 habitat points by the Western <br /> Washington Rating System. <br /> Wetland A is less than 1,000 square feet and meets both a) and b) above, and Wetland B is <br /> 3,610 (including on and off-site portions) square feet and meets b) above. Therefore the <br /> proposed development activities are allowed, exempt from the normal hierarchy of mitigation <br /> sequencing. Mitigation for the impacts is still required, per EMC 19.37.050(A)(7). <br /> ��3 <br />
