Impacts Associated with Wedand Fiil <br /> To create parRing and site access, 4,352 SF of wetland is proposed to be filled. Wetiand <br /> functions and values to be lost include 4,352 SF of feeding and foraging bird habitat, amphibian <br /> habitat, species diversity, as weil as water storage and water qi:ality improvement. <br /> Proposed Impacts and Mitigation Summary <br /> Pr000sed Impact Mitivation Tvae Pr000sed Mitiqation Area <br /> Permanent Wetland Impact: Wetland Replacement Snohomish Mitigation Bank (1:1): <br /> 4,352 SF 4,352 SF (1/10'"Acre) <br /> Proposed Conceptual Mitigation <br /> To compensate for wetland fiil, 4,352 SF of wetland replacement via the Snohomish Mitigation <br /> Bank is being proposed. Although the Mitigation Bank is located in WRIA 7 and this project is in <br /> WRIA 8, the Mitigation Banking Instrument allows for use of the mitigation bank for projects in <br /> WRIA 8 and other Snohomish County and King County areas where the appropriate regulatory <br /> agencies agree that such mitigation would be practicable and environmentally preferable to <br /> other mitigation alternatives (Section 9, Service Area, Mitigatiun 8anki�g Instrument►. <br /> In this case, the mitigation bank is providing replacement wetlands of much higher functions and <br /> values than the existing wetlands, and replacement of the wetland is environmentally preferable <br /> to enhancement, as an in-kind mitigation. Use of the Mitigation Bank Credits meets the criteria <br /> in EMC 19.37.120(C)(12), in that: <br /> • No on-site or off-site mitigation in the immediate vicinity is available. <br /> • The wetland being altered is of a lower quality and has lesser fundions that the wetland <br /> which is being used for the mitigation banking. <br /> • The Mitigation Bank is a State approved site, which has wetland created from a site which <br /> was previously non-wetland, and is monitored by the State Department of Ecology to <br /> ensure it is successfully functioning. <br /> The Mitigation 5ank has been approved by all of the appropriate state and federat agencies, <br /> including the Department of Ecology, US Army Corps of Engineers, EPA, and Snohomish <br /> County. <br /> Mitigation Detail <br /> This project has been approved by the City of Everelt and a contract shall be signed for <br /> purchase of one-tenth of an acre of credifs from the Snohomish Mitigation Bank. The <br /> mitigation ratio for Categary 111 wetlanda given in the Mitigation Banking Instrument is <br /> one to one, in tenthof-an-acre increments. The Mitigation Credits include the required <br /> buffer areas for the wetland.
