Since you propose to phase the improvements that were approved previously, you will <br /> !ieed to submit a phasing plan for review and approval. The phasing plan must be on a <br /> site ?lan (one or more sheets) and must show the improvements that will be constructed <br /> with each phase. The Ciry will review the phasing plan to ensure that adequate access, <br /> parking, landscaping, utilitiet, stormwater facilities, etc. are provided with each phase. <br /> 8 copies of the phasing plan will be required to expedite review by the Public VVorks, <br /> Building, Fire and Planning Departments. I <br /> i <br /> Phasing associared with new activities on the site should be addressed in the new SEPA <br /> application. <br /> 3. After our last meeting, we reviewed the proQosed portable structures and the Sprung <br /> structure. The proposed buildings do not meet the standards for the area as set forth in <br /> the Seaway Center Master Plan, or in the M-1 section of the Zoning Code. <br /> The Seaway Center Master plan states, <br /> • Buildings shall be sited and designed to assure architectural compatibility with the <br /> surrounding buildings and the environment. <br /> • Building design is encouraged to be architecturally pleasing with a visual variety of <br /> materials, fa�ade modulation, and detail <br /> • Buildings with facades greater than 60 feet in length shall provide architectural <br /> modulation. Special landscaping treatment which creates a visual break in the <br /> building fa�ade shall be rcyuired on all blank building facades whicli arc in excess <br /> of 40 feet. <br /> • HVAC equipment placed on roofs, facades or external to the building shall be <br /> architecturally screened and not seen from the exterior of the building. <br /> • The maximum building hcight for buildings located between 130 feet and 175 feet <br /> from any designated residential area shall be 35 feet. <br /> Both the Seaway Center Master Plan and the M-1 section of the Zoning Code require <br /> that the Planning Director approve the building rype and exterior building finish for <br /> buildings located within 300 feet of residentially zoned properties. <br /> As :liscussed with Gary Parkinson, the portabfes and the Sprung structure proposed do <br /> not meet the requirements listed above. The buildings do not meet the modulation <br /> requirements of the Code and are not architecturally compatible with other buildings in <br /> the area. There may be other manufactured buildings available on the market that can <br /> meet your needs and the requirements listed above. We recommend that you propose <br /> structures that meet the modulation requirements in the Seaway Center Master Plan and <br /> that are architecturally compatible with other buildings in the area.
