8. EXPIRATION OF STIPULATION. This Stipulation shall commence as of the <br /> date of execution of this Stipulation and shall remain in effect until February 11, 2001, <br /> unless the Sti��ulation is terminate� prior to that date or Surface �s no longer the owner <br /> of the property. <br /> 9. MODIFICATION OF STIPULATION. This Stipulation may be modified at any <br /> time by written consent of the parties. <br /> 10. TERMINATION OF STIPULATION. Each party reserves the right to terminate <br /> this Stipulation upon not less than fourteen (14) days written notice to the other party. <br /> •11. THIRD PARTY LIABILITY. It is the specific intent of this Stipulation that no <br /> provision nor any term used herein is intended to impose any duty whatsoever upon the <br /> City of Everett or any of its officers or employees. Nothing contained in this Stipulation <br /> is intended to be nor shali be construed to croate or form the basis for any liability on <br /> the part of the Ciry of Everett, or its officers, employees or agents, for any injury or <br /> damage resulting from the failure of Surface to comply with �he provisions of this <br /> Stipulation, or by reason or in consequence of any inspection, notice, order, certificate, <br /> permission or approval authorized or issued or done in connection with this Stipulation, <br /> or by reason of any action or inaction on the part of the City of Everett related in any <br /> manner to this Stipulation by its officers, employees o�agents. <br /> 12. COMPLETE UNDERSTANDING. This Stipulation contains the complete anc <br /> integrated understanding and agreement between the parties and supersedes any <br /> understanding, agreement or negotiation whether oral or written not set forth herein. <br /> � <br /> 13. SEVERABILITY. If any part of this Stipulation is found to be in conflict with <br /> applicable laws, such part shall be inepefative, null and void, insofar as it is in conflict <br /> with said laws, the remainder of the Stipulation shall remain in full force and effect. <br /> 14.
