The �ooling system will be removed from the existing location and moved to a <br /> point away from the residences abutting the south side of the property. The new <br /> HVAC system wilf be located in the northeast comer of the site and will reduce <br /> any noise impacts that currently exist on-site. (Kudsu testlmony) <br /> 17. The Everett Comprehensive Plan sets forth the goals and policies. Adequate <br /> public senrice and utilRies must be provided for the communiry, but they are to be <br /> located in a manner that minimizes adverse Impacts and are compatible with the <br /> neighborhood. The ApplicanPs proposal satisfies this criterinn. (exhibit 1) <br /> 18. The faciliry is unmsnned. Accessibility to public transit is not applicable in this <br /> matter. (exhiblt 1) <br /> 19. In addition to the General Evaluation criteria as set forth above, the Applicant <br /> must satisfy the Spec(fic Evaluation criteria of ELUC 19.41.150.D.1.(b). A <br /> summary of those criteria include�: <br /> (1) Major utility and communications facilities shall be designed, (andacaped <br /> or otherwise screened to ensure compatibility with surroundtng properties. <br /> Above ground utility and communications structures and antennas shall be <br /> des(gned, constructed, painied and screened so as to blend with <br /> surrounding uses and buildings. The review authority may impose <br /> addilional restrictions on the location, setbacks, height, design, <br /> landscapir,g and screening of above ground utility and communic3tions <br /> I facilities if necessary to minimize vfsual impacts and promote greater <br /> compatibiliry with existing or planned uses on surrounding properties. <br /> (5) AA uGlity and communications facilities shali be installed underground or <br /> within structures to the greatest extent practical in order to maximize <br /> safety and minimize visual and noise impacts upon surrounding <br /> properties. When it is not practical to install underground or within <br /> structures, all utility and wmmunications facilities shall architecturally <br /> designed and screened so as ta minimize visual impacts on and promote <br /> •�mpatibility with surrounding properties, <br /> (6) Above ground utility and communications facilities shall be designed so as <br /> to be the lowest height possible to adequately seive the needs of the <br /> public for the proposed utility or communications service. The review <br /> authority, in consfdering the proposed utility or communications facility, <br /> may allow antenna or tower height to exceed the he(ght permitted in the <br /> underiying zone without having to satisfy the variance approval criteria of <br /> subsection 41.130C of this title. Rpproyal may only be granted if it can be <br /> demonstrated that such height is necessary to adequately serve the needs <br /> of the public for the proposed utility or communications servfce.
