The project is <br /> proposed to be developed in phases, while the school continues to serve its <br /> students. Conslruction is slated to begin in the summer 2010 and be complete <br /> by winter 2011. The subject properiy has an R-1, Single-Family Residentiai zoning designation. <br /> The City of Everett Comprehensive Plan designates the site as land use 2.1, <br /> 5chools/Churches. Elementary Schools are allowed in the R-1 zone by Special <br /> Property Use permit, subject to addiiional regulations pertaining to school <br /> facilities established at Everett Municipal Code (EMC) 41.150.D.2.a. (exhibit 1, <br /> staff report; EMC Title 19, Chapter 5, Table 5.2.) <br /> 3. On approximately nine acras, the existing school has 49,000 square feet ot <br /> interior space wiih 33,000 additional square feet of cover2d waikway and play <br /> area. The school has 24 classrooms and four portable classrooms in the <br /> north�vest corner of the site, with � student enrollment capacity of 600. Currently, <br /> 55 faculty and staff serve approximately 572 students from the surrounding <br /> community. Classes typicaily run from 8:30 am to 2:45 pm. The northeast <br /> corner of the site contains grassy pla�elds. The parking area occupies the <br /> southeast corner of the site. The subject property is surrounded on all four sides <br /> by single-farr�ily residential uses. The school is situated on the northeast comer <br /> of the intersection of 27th Avenue SE and 110th Street SE, each classified as a <br /> "local" street by City of Everett road standards. The remodel would remove the existing facilities and replace them with a two- <br /> story, 69,000 square foot elementary school to serve up to 600 students from <br /> kindergarten through fifth grade. The new building would �e L-shaped, roughly in <br /> the center of the site, with the main entrance facing 27th Avenue SE. The <br /> building would contain 25 ciassrooms, a cafeteria, gymnasium, library, <br /> administrative offices, and additional spaces for students and staff. The four <br /> portable classrooms would be replaced with three newer portables. Proposed <br /> circulation improvements would include relocating site access to the west side of <br /> the site, with a circular drop off/pick up route that would ease traffic congestion <br /> experienced with the curreni configuration. On-site parking spaces would <br /> increase from 62 to 117. PJew landscaping is proposed for portions of th� site, <br /> especially tlie new parking area. The transition from one-siory to iwo-story <br /> construction reduces the overall building footprint and impervious surfaces on- <br /> siie.
