On Ociober 27, 2009, the Applicant requested a Special Property Use Permit and landscape standard modifications for the proposed remodel of existing James Monroe Elementary School at 10901 - 27th Avenue in the City of Everett, Washington. The proposal would involve the demolition and replacement of the existing school buildings and reconfiguration of site access and parking, increasing on-site parking from 62 to 117 soaces. ThE existing school was built in 1969 and a covered play area was ac:-'ed in 1987; since those dates, only maintenance has been performed on-site with no further updates. The existing 2
