Conatruction or aubstantial progresa toward conatruction of thie project <br />must be undertaken within two yeare after final approval of the permSt, <br />aad completed vithin five yeara. If the project has aot beea completed <br />in this time apan, the permit rill be reviewed by the Planning <br />Department, who vill either eatend the permit for one year or tarminate <br />the permit. <br />26.
