SECTION 01575 <br />HAZARDOUS AND CONTAMINATED SUBSTANCE HEALTH AND SAFETY <br />PART 1-GENERAL <br />1.01 DESCRIPTION <br />A. This Section includes specifications for the preparation and implementation of a Hazardous <br />and Contaminated Substance Health and Safely Plan (HCSHSP). The HCSHSP will <br />establish in detail the protocols necessary for protecting workers, on -site personnel, visitors, <br />potential off -site personnel, and the public from potential hazards that may be encountered <br />during excavation, stockpiling, handling, sampling, transportation, and disposal of <br />contaminated soils, water, and other debris. The HCSHSP is supplemental to the <br />Contractor's Project (Site) Specific Health and Safety Plan (SSHSP). <br />Contractor shall review other sections on hazardous and contaminated material for the <br />respective health and safety requirements. <br />1.02 REFERENCE STANDARDS <br />A. National Institute of Occupational Safety and Health (NIOSH) <br />NIOSH Occupational Safety and Health Guidance Manual for Hazardous <br />Waste Site Activities <br />1.03 REGU_ATORY REQUIREMENTS <br />A. Environmental Protection Agency (EPA) <br />EPA Executive Orders 1223, 1440.2 and 1300.1 <br />B. Washington Administrative Code (WAC) <br />WAC 296-62 General Occupational Health Standards <br />WAC 296-843 Hazardous Waste Operations <br />1.04 DEFINITIONS <br />A. Certified Industrial Hygienist (CIH) — A trained specialist with at least five (5) years <br />experience in hazardous material processing and working knowledge of selection and use of <br />Personal Protective Equipment (PPE), air monitoring, regulation, and other health and safety <br />issues. <br />B. On -Site Health and Safely Officer (SSHO) — A trained specialist in health and safety with <br />minimum three (3) years experience and working knowledge of use of PPE, regulations and <br />hazard identification. <br />1.05 GENERAL REQUIREMENTS <br />A. Perform work required by the Contract in a safe and environmentally acceptable manner. <br />The Contractor shall provide for the safety of site personnel, Sound Transit personnel, <br />Capital Projects Commuter Rail 01575 - 1 IFB No. RTA/CP 21-06 <br />Everett Station Phase 2HAZARDOUS AND CONTAMINATED SUBSTANCE HEALTH AND SAFETY <br />
