SECTION 01117 <br />RAIL COORDINATION AND SAFETY <br />PART1-GENERAL <br />1.01 DESCRIPTION OF WORK <br />A. This Section describes the requirements for rail coordination and rail safety <br />B. The Contractor will be requ;rad to conform to the provisions of the Overpass Agreement in <br />mppendix A to these specifications, and to execute Exhibit C-1 of the Overpass Agreement, <br />which is an agreement between Burlington Northern and Santa Fe Railway Company and <br />the Contractor covering liability issues and identifying penalties which will be imposed upon <br />the Contractur in the event of any train delays. <br />C. BNSF Track Operations utilizes the mainline track for freight and passenger service as well <br />as construction and maintenance operations. Approximately 50 trains per day travel through <br />the Everett area. A published schedule exists for the passenger service but there is no <br />published schedule for freight service. The BNSF Road Master, who will be identified at the <br />pre -construction conference, can provide general information about freight movements on <br />the mainline track but this information is related to track milepost, not to the Everett station <br />particularly. BNSF does not guarantee the accuracy or completeness of any published or <br />unpublished schedules and reserves the right to add, change or otherwise modify the level <br />of activity across the tracks. <br />D. Contractor will ensure that every employee of the Contractor, Subcontractors, Suppliers, <br />etc., that will be entering or on BNSF property, must complete the BNSF Web Based <br />Contractor Orientation Course. Information regarding this course can be found at <br />www.contractororientation.com. This course must be completed, and documented, before <br />any individual can perform any work on the Project. <br />E. BNSF requires that BNSF-provided daggers be used whenever Work is being conducted <br />within 25 feet of the mainline track or whenever BNSF makes a determination that a BNSF- <br />provided flagger is required. The Contractor will be required to notify BNSF when Work <br />needs to be done within BNSF Right of Way (ROW) and to request said flaggers from BNSF <br />in accordance with the procedure outlined in the Right of Entry Agreement. The final <br />decision as to the number and location of flaggers that will be required for the Work will be <br />made by BNSF. <br />To assist the Contractor to continue work when no BNSF flaggers are available, BNSF may <br />permit the Contractor to work without flaggers if all work occurs behind a temporary six-foot <br />high chain link safety fence, located at least 12 feet from the centerline of the track. If no <br />flagger is present on the work site, no workers may enter the area between the track and the <br />safety fence for any reason, and all workers must cross the track at signalized grade <br />crossings. No equipment may operate within the 25-foot fouling zone, nor may any other <br />work occur within a distance that allows materials or equipment to swing over or occupy the <br />area between the track and the fence. <br />H. BNSF requires that the Contractor incorporate a BNSF specific "Safety Action Plan" into its <br />safety program, provide a copy of the "Safety Action Plan" to tha Railroad prior to <br />commencement of any work on Railway Property, and periodically audit the plan. The <br />Contractor will refer to the attachments for detailed requirements. <br />1.02 WORK ADJACENT TO LIVE TRACK <br />A.
