des:pn for and construction of the Pacific Street Overpass, a grade separation over the <br />BNSF hacks. The East Parking Lot as eva!uated in the Final EiS is incompatible with <br />this facility. <br />In response to this development, as well as reduced parking demands at the Everett <br />Station, Sound Transit modified the parking lot design. See Exhibit B. The modified <br />design provides for the development of a 445-space parking lot on a 4.78 acre site <br />extending from underneath the Pacific Avenue Overpass on the north to the alignment of <br />33'd St. on the south. There will be two points of access/egress, one at 33`d Street, and the <br />other from Hill Street through the Dur-Nel property. See Exhibit C (site plan). The <br />modified design reduces the number of parking spaces to be provided and slightly <br />changes the lot's configuration from that considered in the Final EiS. <br />As described above, the original East Parking Lot considered in the Final EIS was to be <br />built on the site extending south from Pacific Avenue to 34d' Street. While the modified <br />design will use much of the same property, the property located between 33rd and 341' <br />Streets will no longer be needed. The modified design will also require use of the parcel located <br />at the north end of Hill Avenue, on the south side of Pacific Avenue (the Dur-Nel property). <br />Until 2001 this property was occupied by Nelson Petroleum, a gas and oil wholesaler. <br />CHANGES IN ENVIRONMENTAL EFFECTS AND MITIGATION <br />Using the elements of the environment discussed in the Final EIS, this section describes <br />the changes in environmental effects and mitigation that will result from the project <br />revisions discussed above. Only those elements of the environment that are affected by <br />the project revisions are discussed. Impacts to other elements of the environment <br />discussed in the Final EIS will remain unchanged or reduced, and do not require <br />additional discussion in this Addendum. <br />Transportation <br />The modified desigtt includes 445 parking spaces instead of the 900 to 1200 considered <br />in the Final EIS. Access/egress will be provided from two points, one at 33rd Street at the <br />south end of the parking lot and one from Hill Street, across the Dur-Nel property to the <br />north. As discussed above, the original design for the East Parking Lot provided access <br />and ingress at one location on Pacific Avenuz. <br />Because fewer cars will be using the parking lot, impacts to local intersections would be <br />lower than presented in the Final EIS. The use of two access/egress points is also <br />expected to reduce impacts to the local transportation network. <br />Land Use and Economics <br />The original East Parking Lot was to be built on a sit, located between Pacific Avenue to <br />the south and 34a' Street to the north. The existing land uses were industrial (metals <br />recycling). The modified parking area uses much of the same property as the original <br />Everett Station <br />SEPA Addendum 2 6/7/05 <br />
