EVERETT STATION SETA ADDENDUM <br />TO THE FINAL ENVIRONMENTAL IMPACT STATEMENT <br />FOR THE EVERETT-TO-SEATTLis COMMUTER RAIL PROJECT <br />PURPOSE OF THIS ADDENDUM <br />The Everett -to -Seattle Commuter Rail project provides peak-hcu:' commuter rail service <br />in the 35-mile corridor linking Everett and Seattle, Washington. The service is part of the <br />82-mile Sounder commuter rail corridor between Lakewood and Everett, Washington <br />(Exhibit A). The Everett -to -Seattle commuter rail project includes three multimodal <br />stations located in Edmonds, Mukilteo, and Everett, that will provide connections to a <br />variety of transportation services, including local and express bus service, the <br />Washington State ferry system (connecting cNe^ on the east and west sides of Puget <br />Sound), the Link light rail syste. and Amtrak <br />The project is fully described in the Seattle -to -Everett Final Environmental Impact <br />Statement, dated December 1999 (Final EIS). The Final EIS was issued by Sound <br />Transit and the Federal Transit Administration (FTA) pursuant to the National <br />Environmental Policy Act (NEPA) and the State Environmental Policy Act (SEPA). <br />Sound Transit selected the project to be constructed in January 2000; FTA issued a <br />Record of Decision (ROD) for the project in February 2000. <br />Sound Transit has completed a number of the necessary rail improvements and <br />commenced commuter rail service between Seattle and Everett. In addition, Sound <br />Transit is developing the multi -modal stations included in the project, including Everett <br />Station. In this process Sound Transit has modified the design for the project parking lot <br />to be located to the east of the BNSF tracks at the Everett Station (East Parking Lot). <br />SEPA regulations provide that an addendum can be prepared to address changes to a <br />project or new project -related environmental information that do not substantially change <br />the analysis of significant impacts and alternatives in existing environmental documents. <br />Sound Transit has prepared this addendum to the Final EIS in order to assess how the <br />modifications to the East Parking Lot affect the analyses completed in the Final EIS. <br />This analysis indicates that modifications do not substantially change the analyses of <br />impacts and alternatives in the existing environmental document. <br />PROJECT REVISIONS <br />The project description for Everett Station in the 1999 Final EIS included a 900 to 1200- <br />space surface parking lot located east of the BNSF tracks, between Pacific Avenue and <br />34d' Street. Access and egress were to be gained solely from Pacific Avenue.
