4. Progress payments may be withheld in the event that the Contractor fails to meet <br />the provisions of this Se•^tion and evidences a lack of good faith in so doing. <br />VI. PRE-APPRENTICESHIP TRAINING FUND <br />In recognition of the need for increased training and apprenticeship opportunities in the <br />construction industry and that a diverse and well-trained workforce is critical to the economic as <br />well as social vitality of the region, Sound Transit is a participant in the Regional Apprenticeship <br />Preparation Integrated Delivery System (RAPID). <br />Under the RAPID program, the Contractor and its subcontractors shall contribute five cents f�r <br />each hour of contract labor on the Project to a Pre-Apprentice Training Program Fund. Contract <br />labor hours are those hours subject to prevailing wage requirements. Sound Transit will <br />administer the fund to compensate service providers involved in the Pre-Apprentice Training <br />Program. A Fund Administration Committee consisting of representatives of labor, FAST Jobs <br />Coalition and Sound Transit will be established to provide guidance to Sound Transit. To the <br />largest extent possible, the Committee ��II utilize existing community-based organizations and <br />resources in King, Snohomish, and Pierce Counties to provide services required to implement <br />RAPID. <br />The Contractor shall include participation in the Pre-Apprentice Training Program Fund in ail <br />subcontracts executed for the Project and shali ensure that all subcontractors working on the <br />Project are notitied of the fund contribution requirement. <br />The Contractor will develop and implement a process by which five cents ($.05) per contract <br />labor hour utilized by Contractor and subcontractor employees on the Project will be verified, <br />collected and remitted monthly to Sound Transit in a single monthly payment. <br />The Contractor, prior to Final Acceptance of the Contract, will be required to verify that it, as well as <br />each subcontractor, has contributed five cents ($.05) for hour of contract labor utilized on the <br />Project. Final Acceptance of the Project nay be subject to audit by Sound Transit to confirm the <br />Pre-Apprentice Training Program Fund contribution. Fund contributions wili terminate upon <br />issuance of Final Acceptance of the Project. <br />VII. DUAL BENEFITS <br />Should the Contractor voluntarily agree to be bound by the Project Labor Agreement (PLA), the <br />following clause will be applicable: <br />If the Contractor, or a subcontractor at any tier, currently provides health or pension benefits to <br />any empi�yees covered by the PLA, the cost of providing said benefits may be subject to <br />reimbursement by Sound Transit in accordance with this Section. <br />All employees covered by the PLA shall be classified in accordance with work performed and <br />will be paid the hourly wage rates for those classifications in compliance with the applicable <br />prevailing wage rates. This requirement applies to craft workers employed at whatever tier, or <br />by any other person who performs a portion of the work contemplated by the Contract and <br />which is covered by the PLA. <br />Prevailing wage rates include the "usual benefits" as defined by WAC 296-127-014: <br />1. Health and welfare payments. This is medical insurance, which may include <br />dental, vision, and li(e insurance.
