PLANNING DIRECTOR DECISION' <br />REVIEW PROCESS II #11-010 <br />September 6, 2011 <br />INTRODUCTION: The City of Everett Department of Planning and Community Development <br />has received a request from BMC Building Materials at 3200 35"' Avenue NE for a comprehensive <br />sign design plan approval which will replace the wall signs on the east and west sides of the <br />building with smaller wall signs that are 210 square feet each. <br />PROPONENT: Bill Boad <br />PO Box 8106 <br />Lacy, WA 98509 <br />AUTHORITY: Section 36.210 of the City of Everett Zoning Ordinance provides for the <br />Planning Director, using a Type II review process, to consider requests for comprehensive sign <br />design plan permits, subject to the applicant demonstrating that an exceptional effort has been <br />made toward creating harmony between the sign, the building and the site where it is located <br />through use of a consistent design theme which complements and enhances the surrounding <br />environment; and by meeting the criteria listed in subsection 36.210.A. <br />LOCATION: 3200 35" Avenue NE <br />ZONING: M-2, Heavy Manufacturing <br />GENERAL PLAN: 5.1, Heavy Industrial <br />EXISTING SIGN REQUIREMENTS: M-2 zoned property is regulated by Sign Category C in <br />the Zoning Code, which provides that wall signs on each facade of the building can be the larger <br />of 32 square feet or 15 % of the area of the facade up to a maximum of 60 square feet. One <br />freestanding sign up to a maximum of 40 square feet is allowed for every street frontage. <br />FINDINGS AND CONCLUSIONS. In determining whether to approve a proposed <br />comprehensive sign design plan the Director must consider tine following factors: <br />1. Whether the proposal manifests exceptional harmony between the sign, buildings and <br />other components of the subject property through the use of a consistent design <br />theme. <br />Findings: BMC West Corporation is updating their image by incorporating their logo into <br />their signage. One sign will be placed on the west wall of the main building facing <br />towards SR 529 replacing an existing larger sign. There are also three other existing <br />signs, "Lumber", "Trusses", "Doors" on the west wall of the building that will not be <br />replaced. These signs are located on another part of the building that is setback <br />approximately 250 from the front facade of the main building that the new sign is being <br />placed on and is visually separated from the other sign by another building. The other new <br />sign will be placed on the east wall of the building facing towards I-5 replacing an existing <br />larger sign. <br />Conclusions: The proposed signs will have the same design. <br />2. Whether the sign or signs promote the planned land use in the area of the subject <br />property and enhance the aesthetics of the surrounding area; <br />
