( <br /> MITIGATION OF AD\/ERSE IMPACTS BY SEPA <br /> 1. Any grading/fill on this site shall be done so as to not impact the surro��nding <br /> properties. (SEPA Earth, Land and Shoreline Use Policies.) <br /> ;!. Prior to issuance of any permits, t:. '��ant must pay a mitigation fee of <br /> $45,000.00 per the City's Traffic Mitige,.,;� ..��linance N�. 2425-99. (SEPA <br /> Transportation Policies) <br /> 3. 19�' Avenue SE is designated as a "Gateway' corridor in the City's General Plan. <br /> The General Plan states, "Because Everett wants to develop and promote an <br /> attractive image, all entry corridors into the City should be designated as <br /> "Gateways" and standards should be applied to devefopments along such <br /> "Gateways" relating to building design, landscaping, signage, outdoor storage <br /> and other aestheiic considerations that will serve to upgrade Everett's image." � <br /> To meet tne intent of the polic:y, landscaping in excess of Type III rnust be <br /> provided along 19��' Avenue SE. (Two recent projects that meet the City's <br /> gateway policies are the Boeing Credit Union site on Evergreen VJay and Costco <br /> on 19th Avenue Sl=.) (SEPA Land and Shoreline Use Policies.) <br /> The lead agency for this proposal has determined that it does not hav� a probable <br /> significant adverse impact on the environment. An Envi�onmental Impact Sfatement is <br /> not required under RCW 43.21C.030(2)(c). This determinalion assumes compliance <br /> with Siate law and City ordinances related to general environmental protection including <br /> but not limited to right-of-way improvement requirements, drainage; etc. This decision . <br /> was made after review of a completed environmentai checklist and other information on <br /> file with the lead agency. This information is available to the public on request. This <br /> Mitigated Determination of Non-Significance is specifically �onditioned on compliance <br /> with the conditions attacfied hereto which are incorporated by reference as if fully set <br /> forth herein. <br /> This Proposed MDNS is issued under 197-11-355. The City as the lead agency has <br /> determined that significant adverse environmental impacts area unlikely; therefore <br /> through the optional DNS process, cpmments must be submitted by July 14, 2004 or <br /> fourteen (14) days after the date shown on the notarized copy of the notice of posting, <br /> whichever date is later. <br /> Responsible <br /> OfficiaL• Robert A.
