Requirements for these <br /> aesthetical factors have been drafted by the Everett <br /> Planning Department as a condition of approval of this <br /> rezone. <br /> 15. The 19th Avenue S.E. Comprehensive Plan Map Amendment <br /> establishes policies relating to schouls and public <br /> facilities . These poli�ies include the encouragement of <br /> developing non-residential uses within the acea to <br /> minimize impacts on the Evecekt Sc,00l District and to <br /> encourage facilities to serve the growing population <br /> within the area . <br /> 16 . The Everett Planning Department has reviewed the 19th <br /> Avenue S.E. Comprehensive Plan Amendment and the <br /> application of the rezoned pcoaerty from R-1 , Single <br /> Family Low Density Residential to C-'L, Heavy <br /> Commercial/Light Manufacturing. Upon completion of the <br /> teview, the Everett Planning �epartment has recommended <br /> apptoval of the cezone subject t� the Applicant entering <br /> a Concomitant Agxeement that will facilitate <br /> implementation of the policies of the 19th Avenue S. E. <br /> Comprehensive Plan Amendment.. A copy of the p�oposed <br /> Concomitant Agteement is attached heteto and by this <br /> reference is hereby incocporated as part of these <br /> findings. <br />' 17. The Applicant testified to be in support of the <br /> cecommendation of the Everett Planning Department. The <br /> Applicant submitted that he would enker into an <br />� agreement setting forth conditions foc the allowance of <br /> the rezone . <br />� 18, The use oE the subject pcoperr_y has not been � <br /> der_ermined. Upon submittal of proposed uses , the City � <br /> of Everett must conduct a site plan review for the � <br /> development of the property. r <br /> 19 . Testimony was received at the hearing from a witness <br /> (Sprague) who is representing the propetty owner to the <br /> south. The witness questioned whether 102nd Street S. E. <br /> and Central Avenue were the same streer_, Apparently, y �. <br /> Central Avenue had been vacated prior to khe application H � <br /> for the rezone. The notth porkion of the vacated � � <br /> Centrsl Avenue was obtained by the Applicant.
