(482 + 726 + 214) of o.rsite wetland buffer is proposed for buffer averaging through
buffer reduction/addition. The resultiny buffer width reduction shall not be less than the
minimum allowed width of 25 feet. Finally, temporary buffer impacts are proposed along
the outer portions of the proposed buffer area. These temporary impacts are necessary
for creating a discharge area for the water quality swale, and for creating appropriate side
slopes along the proposed retaining wall. A total of 1,718 square feet of buffer shall be
temporarily impacted and restored.
II. BuFfer Enhancement Plantinq Plan
As mitigation for reducing the standard BSBL from ten (10) feet to five (5) feet, the
applicant shall enhance the outer edge of the buffer, adjacent to the reduced BSBL area.
A total of 1,160 square feet of buffer shall be planted to native trees and shrubs. Prior
to planting, all Himalayan blackberry, Scot's broom, and any other non-nativejinvasive
species shall be removed by the roots within the buffer enhancement area. Plants shall be
arranged in a rough pattern to ensure that the entire area to e planted is covered with the
appropriate numbers, sizes and distribution of plants to achieve the desired vegetation
coverage. The actual placement of the individual plants shall attempt to mimic
natural/asymmetric vegetation patterns found on similar undisturbed sites in the area.
The following species shall be planted:
Buffer Enhancement Planting Plan (1,160 square feet)
Common Name Latin Name Size Spacing Ouantitv
1. Big leaf maple Acer macrophyllum 1 gal. 10' 3
2. Douglas fir Pseudotsuga menziesii 1 gal. 10' 3
3. Salmonberry Rubus spectabilis 1 gal. 5' 6
4. Nootka Rose Rosa nutkana 1 gal. 5' 6
5. Vine Maple Acer circinatum 1 gal. 5' 6
6. Western Hazelnut Corylus cornuta 1 gal. 5' 6
Wood chips shall be used for mulching in the planted areas. Mulch shall be placed in a
two-foot diameter ring round the base of each planting at a depth of two inches. A six-
inch ring at the base of each planting is to be left mulch free.
2.1 The applicant must comply with the Wetland Delineation Report ad Buffer
Restoration Contingency Plan by Wetland Resources, Inc., dated March 7, 2000, and the
Wetland Mitigation Plan (Silver Lake Medical Center) dated June 21, 2004, fo proposed
buffer averaging enhancement and restoration.
