` <br /> 4. 19th Ave. SE is designated as a "Gateway" corcidor in the Ciry's Generai Plan. The � <br /> Generai Plan states, "Because Everett wants to develop and pmmote an attractive <br /> image, all entry corridors is►to the City should be designated as "Gateways" and <br /> standards should be applied to developments along such "Gateways" relating to <br /> buitding design, landscaping, signage, outdoor storage and other aesthetic <br /> considerations that will serve to upgrade Everett's image." To meet the intent of the <br /> policy, landscaping must be provided in ezcess of that required by the Zoning Code <br /> Type III landscapmg requirements. (Two recent projects that meet the Ciry's gateway <br /> policies are the Bceing Credit Union site on Evergreen Way and Costco on 19th Ave. <br /> SE.) (SEPA Land and Shoreline Use Policies.) <br /> 5. The required landscaping along the east property line shall be provided at the existing <br /> grade elevation. Where feasible, the existing evergreen trees w�thin the 10 foot buffer <br /> area should be preserved. (SEPA Land and Shoreline Use Policies) <br /> The lead agency for this proposal has determined that it dces not have a probable significant <br /> adverse impact on the env�ronment. An Environmental Impact Statement is not required under <br /> RCW 43.21C.030(2)(c). This determination assumes compliance with State law and Ciry <br /> ordinances related to general environmental protection including but not limited to right-of- <br /> way improvement requirements, drainage, etc. Ttvs decision was made after review of a <br /> completed environmental checktist and other information on file with the lead agency. 'fhis <br /> information is available to the public on request. This Mitigated Determination of Non- <br /> Significance is specifically conditioned on compliance widi the conditions attached hereto <br /> which are incorporated by reference as if fully set forth herein. <br /> A 15-day public comment period for this proposal ended on March 16, 1998.
