Peak-hour level <br /> of service was determined using the Sy��chro 6.0 sofhvare, which is based on methodologies <br /> � described in the 2000 High�i�ay Capacity Manual (HCM). In accordance with the 2000 HCM; <br /> road facilities and intersec[ions are rated between LOS A and LOS F, with LOS A being &ee <br /> � flow and LOS F being forced flow or over-capacity conditions. A summary of the level of <br /> service criteria has been included in Table 1. The levei of service at intersections is measured i <br /> in terms of average delay per vehicle in seconds. For t�vo-way stop-controlled intersections, <br /> � the level of service is determined by the worst case of all the calculated lane groups at the <br /> intersection. For signalized and all-way stop-controlled intersections, the level of service is <br /> determined as an average delay for all the entering vehicles. The acceptable level of service <br /> � for City of Everett interseciions is LOS D. <br /> The study intersections operate at LOS C or bet[er under the 2006 existing conditions. The <br /> � existing level of' service results have been sumrnarized in Table 2. The level of service <br /> calculations have been included in the attachments. <br /> I FUTURE CONDITIONS <br /> I Trip Generation <br /> I <br /> Trip generation calculations fo: the proposed Silver Lake Center development 2•e based on <br /> jthe ITE Trip Generution, 7'" Edrtiai. The following ITE Land Use Codes have been used for <br /> the Irip generation calcula[ions: <br /> I • 200 Apartment Units —ITE Land Use Code 220 <br /> • 51,400 square feet of General Office •ITE Land Use Code 710 <br /> I� • 153,400 squ:ve feet of Shopping Center—ITE Land Use Code 820 <br /> The average trip generation rates have been used f�r the trip generazion calculations. The <br /> I credit for the existing Safeway grocery store and 6 residential units used in t6e Perteet <br /> report and approved by the City of Everett has also been used for this report. <br /> i '1'he standard ITE pass-by percentages from the Trip Generatia7 Handbook have also been <br /> applied ro the development. The pass-by trips account for vehicles that will travel to and �om <br /> the deve�• ^Pnt and are currendy on the adjacent roadways. The shopping center portion of <br /> � the dev� nt is the o�ily use that pass-by reductions have been applied to.
