 Mr. Ryan Sass
July 14, 2006
Page 2
■ The Silver Lake Center developmen[ is scheduled for construction and occupancy by the year
2008.

SCOPING AND METHODOLOGY
The ialysis required for this updste was scuped with City of Everett and GTC staff. The
development will generate an additional 50 trips above what was analyzed by Perteet. Due io
the additional trips the City requires the following intersections to be reanalyzed: SR-527 at
I10`h Street SF., SR-527 at 112`h Street SE, SR-527 at 116`h Street SE and SR-527 at site
 access.
Trip generation for the development is based upon national research data for land uses
, contained. in the Institute of TranspoRation Engineers' (ITE) Trip Generalion, 7' Edition
f (2003) and is consistent with the generation calculation performed by Perteet. The average
trip generation rates for ITE Land Use Code 220, apartments, ITE Land Use Code 710,
I general office, and ITE I,and Use Code 820, shopping center, have been used for this update.
The existing trip generation credits calculated by Perteet have also been used for this update.
The sme distriUution used as in the Perteet analysis has also been used for this update, with a
Islight change due to a discrepancy in the PeReet distribution.
Brad Lincoln, responsible for the traffic analysis ard report, is a licensed professional
engineer (Civil) in the State of Washington and member of the Washington State section of
ITE.
I
EYISTINC CONDITIONS
! Roadvay Network
( The major road+ay in the site vicinity is SR-527, which is a 5/6-lane roadway with curb,
gutter, and sidewalks in tle site vicinity. The posted speed limit is 35 mph. SR-527 has
recently been improved to a 5/G-11nc section. This improvement included a signalized
I crosswalk behvecn Silver Lake and the north side of SR-527, approximately 85 feet west the
developments east propeRy]ine.
 Intersection Level of Service Analysis
Traffic counts were perfonned at the intersections of SR-527 at 110`h Street SE, SR-527 at
j 112'' Street SE and SR-527 at 116'h Street SE in June of 2006 by the independent count firm
of Traffic Data Gadiering (TDG). The existing tuming movements have been shown in
! o oa
RAFFIC
Oa3NJd4Qb4
