The addition <br /> vehicles wculd likely result in an increase in the peak-hour factors, but no a�+justments have <br /> � been made and therefore the analysis should be considered conservative. Under the 2008 <br /> baseline conditions all the study intersections will operate at acceptable LOS D or better. A <br /> � summar� of the 20�8 baseline level of service has been included in Table 4. The 2008 ' <br /> baseline level of service calculations have been included in the attachments. <br /> � 2008 Future with IJ+evel�pment Analysis <br /> The existing lane confi.gura[ions, signal timings, signal phasin;s, peak-hour factors and heavy- <br /> � venicle factors have also been used for the 2008 future witl.t development level of service <br /> analysis. The peak-hour factors have not been changed witi� the addi[ion of the development, <br /> although the peak-hour factors, especially on the developmenYs accesses, would increase with <br /> I the increase in traffic. Under the 2008 future with development conditions all the study <br /> intersections will operate at acceptable LOS D or better, including the development's access at <br /> 112°i Street SE and the access to SR-527. GTC would recommend that the development <br /> � reconstruct the westbound approach at the 112`h Street SE intersection, the approach on <br /> i the development's property, to have adeyuate throat distance. Currentiy t6e throat <br /> distance is approsimately 25 feet and t6e required distance is 125 feet, based on City of <br /> � ' Everett standards. <br /> Tlie development's access to SR-527 at the development's east property line is anticipated to <br /> } be a right-in/right-out only access. This access would be loca[ed at approximately ihe same <br /> place as the recently constructed crosswalk. It is a possibility that since the crosswalk is <br /> � signali�ed, WSDOT will allow the development's access to bc a full access, possibly with <br /> signalization. If a full access to SR-527 is allowed, a number of the left-tum vehicles at the <br /> 112°i Stree[ SE access would relocate to the soud�em full access to SR-527 at the <br /> 1 development's east proper[y lir.e. GTC'S qualitative �eview is that this diversion would allow <br /> the 112`h Street SE intersection to operate at an even better level of service while still allowing <br /> the access to SR-527 to operate at an acceptable level. However, as stated previously, the <br /> 1 l 12`h Street SE access does operate at an acceptabic level of service with the southern access <br /> restricted to tight-tum only, as long as the throat distance on the east leg of the 112`h Sheet SE <br /> inte�section is improved to 125 feet. <br /> � A summary of the 2008 future with development level of service has been included in Table <br /> 4.
