The <br /> decision was to approve a Shoceline Substantial Development Permit <br /> for Mueller Development Company for development of an apartment <br /> complex of 224 units on a 9 .9 acre site in the Silver Lake area of <br /> the City. The appellants contend that an ercor-in-Eact and an <br /> error-in-law exists in the record of the Hearing Examiner 's <br /> . decision. The Applellants request that the City Council reve�se the <br /> Bxa�inet 's decision on �his proposal. Rey issues of concern are <br /> traffic, non-point pollution and compatibility. <br /> Dan Mathias, Utilities, spoke on the drainage pcoblems and solutions <br /> for the proposed project. 8e stated hydrolo9y is not an exact <br /> science and thecefore proposed solutions cannot be guaranteed to be <br /> failsafe. He said that state of the act techniques are being <br /> pcoposed to insure the succe:ss of the project . <br /> Councilmember Stephanson asked if it would be possible to take <br /> periodic readings of Silver Lake to insuce the preservation of the <br /> water quality. He said he felt this was very important ecologically <br /> to the City and requested that the Budget Committee and the <br /> - Ur,ilities Divsion offec a proposed budget for the testing p�c�cess <br /> for the 1989 City budget. <br /> John Phillips, repreaenting the Mueller Development Company, stated <br /> they are willing to work furthec with the neighbochood, fle stated <br /> they have mitigated the majority of the concerns with the neighbo[s <br /> directly adjoining the subject property and have also mitigated many <br /> other concerns in the general area. He offered additional <br /> concessions in the area of landscaping, Wetland retention, street <br /> improvements, maintenance of dcainage system and maintenance and <br /> preservation of the wetland acea. <br /> Jeffery Skutley, GMS Architectural Group of Belle�'ue, reviewed the <br /> design and the complex and [eviewed the changes which p[ovide fo[ <br /> the wetlands area. <br /> Dave Enger , Traffic Engineer fo[ the Mueller Development Company, <br /> ceviewod the traffic figures used in the ttaffic study co insuce <br /> adequate roadva,ys and access to and from the project . <br /> I <br />
