Wayne Wentz
• April ]0, 1996
Page 6
feet to the north. 19th Avenue SE is presently a three-lane section along the suhject site frontage.
Prom field observation, the majority of existing left-turn out bound vehicles utilize the center turn
lane as a refuge/acr,eleration lane; thereby, reducing the conflicting movements for exiting lefr-
turn vehicies. Addit;onally, the proposed SR-527 corridor improvements to a S-lane section !
would improve the sight visiility at this access location.
NIITIGATION
• The proposed site access onto SR-527 would operate at LOS B or better for all movements,
except for the westbound left-tum egress movement from the site access. Therefore, GTC i
' recommends sepazate left and right-turn rlnnelizadon to reduce internal queuing and reduce
the delay for the WB right-turn egress movement.
• The proposed site access warrants a northbound right-turn deceleration lane on SR-527 with
the existing 3-lane roadway, per WSDOT guidelines. However, with the ultimate 5-lane
roadway with bike lanes, the NB RT lane would not be required. Therefore, GTC
recommends an interim NB right-turn dece!eration lane until the 5-lane roadway is I
consuucted. I
• The proposed Kaneris commercial development would mitigate its °Q`c impacts on the Incal i
road system by contributing toward the City, County and State impro•ement prejects based i
on new daily and p.m. peak trips generated. The total uaffic nutigation fee wou!d be I
$81,223.40, as summarized in Table 2. ',
We uust that this letter and attachments adequately address the traffic impacts of the proposed '
Kaneris conunercial development.
