site as a shopping center development and occurring in two phases. <br /> Phase I will include the construction of three buildings that total 20,300 <br /> square feet, and Phase II will be an addition to one of the buildings in <br /> Phase I and the construction of a fourth building. (Finding 1) <br /> 2. In order for a Shoreline Permit to be granted within the City of Everett, <br /> the criteria for review as set forth in EMC 20.12.070 must be satisfied. <br /> The Shoreline Permit is granted upon showing that the proposal will be <br /> consistent with the policies and procedures of the Shoreline Act of 1971; <br /> the Department of Ecology Shoreline Management Guidelines of 1972; <br /> the Snohomish County Shoreline Master Program; and the State <br /> Environmental Policy Act. (EMC 20.12.070) <br /> 3. The proposal is consistent with the policies and procedures of the <br /> Shoreline Act of 1971. It is consistent because it is designed in a <br /> manner that will minimize any damage to the ecology and environment <br /> of the shoreline area and will not interfere with the pubiic's use of the <br /> water or shoreline. (Findings 5, 15, 16, 17, 21 & 22) <br /> 4. The proposal is a part of coordinated planning that is necessary to <br /> protect public interest associated with the shorelines of the state. The <br /> site has been designed with the proposed buiidings, landscaping, and <br /> parking in a rnanner that will not create harm to the shoreline, aujoining <br /> properties, or to wildlife and vegetation in the a�ea. (Findings 10, 11, 13 <br /> & 15) <br /> 5. The propcsal is consistent with the Ecology Shoreline Management <br /> Guidelines of 1972. The guidelines have been reviewed in the <br /> appropriate sections of the Washington Administrative Code, and the <br /> proposal satisfies them. No testimony or evidence was submitted to <br /> indicate otherwise. (Findinys 1 - 23) <br /> 6. The Everett Shoreline Master Program has not been amended to include <br /> the Silver Lake shoreline. As a result, the proposal has been reviewed <br /> consistent with the Snohomish County Shcreline Master Program. <br />� (Finding 4) <br /> 7. The proposed use is consistent with the Urban designation as set forth <br /> f, in the Program. It is a permifted use, and the proposal is consistent with <br /> the specific policies and regulations, as well as the general regulations <br /> and policies.
