8. The proposal has been reviewed pursuant to SEPA. With conditions as � <br /> imposed therein, the impacts to the environment will be mitigated. <br /> (Finding 5) <br /> DECISION <br /> Based upon the preceding findings of facts and conclusions, testimony and <br /> evidence submitted at the public hearing, and upon the impressions of the <br /> Hearing Examiner of a site view, it is hereby ordered that the requested <br /> Shoreline Permit for the construction of four commercial buildings as part of a <br /> shopping center on property at 11419 - 19th Avenue S.E., Everett, <br /> Washington, be granted. The Shoreline Permit is granted for the construction <br /> of three buildings, totaling 20,300 square feet in area; construction of a 2,250 <br /> addition to building A; and an additional 7,500 square foot building. This <br /> Shoreline Permit is granted subject to the following conditions: <br /> 1. It has been proven that the proposed project satisfies the goals, policies, <br /> and regu!ations of the Snohomish County Shoreline Master Program. <br /> During the construction and maintenance �f this project, these goals, <br /> policies, and regulations must be satisfied. <br /> 2. The Applicant shall n�tify the City of Everett if any archeological data <br /> are uncovered during excavation or development. Failure to comply with <br /> this requirement shall be considered a violation of the Shoreline Permit. <br /> 3. The Applicant shall provide improvements that enhance the relationship <br /> of this project to the shorelines. Due to the environmental sensitivity of <br /> the near shore edge, this shall be accomplished through visual access <br /> improvements, with windows oriented toward the lake/pond views. In <br /> addition, public access improvements in the form of an outdoor seating <br /> area or a picnic table with pond views and linked to the project's internal <br /> walkway system shall 5e provided. Recreation facilities shall be <br /> designed to take maximum advantage of and enhance the natural <br /> character of the shoreline area. The specific location and nature of <br /> these improvements must be detailed on the final site plan for this <br /> project and must be reviewed and approved by the Planning Deparlment <br /> prior to issuance of Building Permits. <br /> 8 <br /> �L <br />
