The area proposed for Phase I development is zoned B-1 Neighborhood <br /> Business and must comply with all Zoning Code requirements as <br /> detailed in SEPA#39-96 and must comply with the additional <br /> requirements established in this permit. Phase II development can only <br /> proceed if a Comprehensive Plan change and Resolution of Intent <br /> Rezone from R-1 Single-Family Low-Density Residential to B-1 is <br /> approved by bcth the Planning Commission and City Council. <br /> When a Building Permit application is received by the City, it will be <br /> reviewed for consistency with this Shoreline Permit approval and any <br /> changes in the approved site plan will trigger the Shoreline Permit <br /> revision process, or if the changes are found to be significant, a new <br /> Shoreline Permit wiil be required. <br /> 15. The lily pond must be protected as specified in the Final Determination <br /> of Non-Significance in Information for Developer#33 through #39. <br /> 16. Construction or substantial progress toward construction of this project <br /> must be undertaken within two years after final approval of the Shoreline <br /> Permit and completed within five years. If the project has not been <br /> completed in this time span, the Shoreline Perrnit will be reviewed by the <br /> Planning Department, who will either extend the permit for one year or <br /> terminate the permit. <br /> 17. In the SEPA MDNS, the City provided Information for Developer by <br /> including 57 specific paragraphs of information and three separate <br /> sections of general information. All of the information as set forth in the <br /> MDNS, including the specific c�Qneral information, is hereby imposed as <br /> a condition of the Shoreline Pe�rmit.
