� Wayne Wentz <br /> April 10, 1990 <br /> Page 4 <br /> A p.m. peak levef of service (LOS) analysis was conducted for existing traffic volumes at the SR- <br /> 527/116th Streer intersection. However, LOS analysis was not conducted for the existing <br /> commercial center and residential units as the commercial center presently has two (2) driveways <br /> and there are separate driveways for the existing residences. The proposed development would <br /> be limited to a single driveway onto SR-527; therefore, existing and future LOS comparisons <br /> would be meaningless. <br /> The 19th Avenue NE/116th Street SE intersection presently operates at LOS "D", with 29.6 <br /> seconds of average delay per vehicle. <br /> FUTURE CONDITIONS <br /> Backeround Growth: The background growth was estimated using a 3% annually compounded <br /> growth factor, for the future 1997 baseline year. Additionally Costco traffic documented in the <br /> final EIS report were added to assess worst case conditions. <br /> Level of Service Without Proiect: The 1997 without project scenario assumes the planned <br /> SR-527 widening and indicates the average delay at 19th Avenue NE/116th Street SE would <br /> decrease to 8.6 seconds (LOS B). The future consolidated single driveway onto 19th Avenue <br /> would operate at LOS E with a delay of 40.8 seconds (for the critical left-turn egress movement) <br /> for the existing site traffic. <br /> Trio Generation: The proposed neighborhood shopping center would generate a gross total of <br /> 3,415 daily and 312 PM peak trips, per the ITE Trrp Generation manual. Existing commercial <br /> uses and 2 SFD homes presently generate 103 p.m. peak hour trips with an estimated 1,120 daily <br /> trips. There£ore, there would be a net increase of 2,290 daily trips of which 209 would occur <br /> during the critical p.m. peak hour. After passby trips have been accounted for, the development <br /> would resuit in 755 new daily and 69 PM peak (34-inbound, 35-outbound) trips added to the <br /> local street system. Note: The daily trip generation volumes have been rounded to the nearest 5 <br /> ABT. <br /> Tria Distribution: P.M. peak hour trip disuibution and assignment for the project, as shown in <br /> Figure 1, aze based on the existing driveway counts, recent tuming movement counts at adjacent <br /> intersectior.s and local knowledge of the area (from GTC's field work). <br /> Level of Service With Proiect: With the project, the 19th Avenue N�/116th Street SE <br /> intersection wnuld remain at LOS B (8.7 secj, while the consolidated site driveway would <br /> operate at LOS F for the critical left-turn egress movement.
