Therefore, as part of the property acquisitien, the City agreed to shue
in the costs of the storm drain system. This letter details the storm dran costs mcurred to
date, and is a request on behalf of Mr. Cole for reimbursement of the City share of those
costs.
The attached site plan higlilights those slorm drain elements which have mutual benefit. The
reimbursement request is for one-half of the mutual benefit costs. Please note that we have
excluded the estimated cost of the site storm draiu elements that are not necessary to convey
water from the park site, and that we have added an allowance for the labor'to install the
oil/water separator. These costs are not shown on the contractor s bid nor were we able to
obtain them from the contractor. However, we feel that our estimate is representative of the
actual costs involved.
GENERAL
Attached is a segregation of costs identified as those wsts benePitting both Cole's property and
the adjacent City of Everett property. The properties refetted to are locatecl between 19th
Avenue S.E. (SR 527) and Silver Lake and between 116th Street S.E. and 120th Street S.E.
The costs considered are those incurred by Emory Cole to perform the design engineering and
actual construction of the storm drain and water quality facilrtes at the site. Those costs were
incurred in the time s an between A ril and November, 1990. The improvements were made
in accordance with the plans prepared by Perteet Engineering and approved by tte Ci:y of
Everett. .
Further, the costs considered are from the invoices submitted for payment to Emory Cole
except as noted in the beginning of this letter. For purpose of this report, those costs
identified as benefitting both the property of Emory Cole and the City of Everett are referred
to as mutual benefit costs. A tabulation of invoices and mutual benefit costs is shown ia Table
1.
