r---_
 Seahorse Restaurant W-5583
` 18 March 1988 Page 5
Although preliminary site grades were not available at the time of this writing,
-•• we anticipate that finished-grades will be obtained by minor cuts and fills with
maximum cut and fill depths up to 5 feet. We understand from conversations with
Mr. Cole, that soils from the higher portions of the existing ground surfacf. will
be utilized to fill low spots t;o provide a somewhat level finished grade across
the site. We recommend that initial site preparation include the demolition of
the existing beach resort structures and the removal of debris from the site. All , i
existing buried utilities should be removed or abandoned. Localized excavations ,
for utility removal and removal of basements and foundations in the building or
parking areas should be backfilled with "structural fill" as outlined subsequently.
Utilities or buried fuel or septic tanks should be abandoned or backfilled in
accordance with State and local guidelines.
All building and pavment areas, sidewalks and areas to receive "structural fill",
should be stripped of all brush, vegetation, topsoil and other deleterious
materials. Based on our test pit explorations, we estimate the stripping effort
will typically encounter about 1/2 to 1 foot of topsoil and sod. Deeper areas of
organics encountered in the portion of the site to he developed, such as tree root
balls, should be anticipated and should also be removed and the excavations
backfilled with structural fill as outlined subsequently. We also recommend that
any fill materials such as encountered in the vicinity of test pit TP-4, be removed I
and the metal, glass and deleterious construction materials be wasted offsite.
Other isolated pockets of man-made uncontrolled fill and/or soft sedimentary
localized deposits associated with Silver Lake may be present across the site.
The suitability of exposed native soils for foundation or floor support or for the
placement or "structural fill" should be evaluated prior to structural fill
placement. We recommend that areas to receive structural fill be prerolled and
compacted prior to the placement of "structural fill". We recommend that prerolling
be performed with a roller or other suitable heavy equipment to a firm and non-
yielding condition in order to achieve a minimum cmpaction level of at least
90 percent of the modified Proctor maximum dry density (as determined by
