The Applicant submitted a site' plan which was admitted . <br /> as an exhibit at the public hearing and' is available for <br /> inspection at the Everett Hearing Examiner ' s Office. <br /> The site plan depicts the 25,F00 square foo't office <br /> building being located near the central and southern <br /> portion of the site and the proposed restaurant being <br /> located near the northern portion of the site. For the <br /> restaurant, there are 70 parking spaces required and ' <br /> provided a�d for the office building, there are 67 <br /> parking spaaes required and pXovided. The peak parking demand for the office building will be <br /> during the day, while the peak parking demand for the <br /> restaurant will be at night. The Applicant has agreed to provide public parking for <br /> at least ten vehicles on the southwestern portion of the <br />� parking lot during non peak hours. The Applicant is proposing landscaping on the eastern <br /> portion of the site that fronts 19th Avenue S.E. it <br /> includes 10 feet of •landscaping with a five foot utility <br /> easement. (exhibit 2) . <br /> 14. The subject property fronts 19th Avenue S.E. which is <br /> the only access to the site. There are two access <br /> points proposed on the northeastern and southeastern <br /> portions of the site. Traffic circulation throughout <br /> the site is designed to adequately handle potential <br /> traffic within the site. (staff report, Ervine <br /> testimony) <br /> 15. The City of Everett has detecmined that public access to <br />' Silver Lake is required to mitigate the loss of a <br /> community recreatianal facility and to meet the <br /> Shoreline Master Program requirements. The access that <br />, is proposed by the City is a continuous 10 foot wide <br /> concrete pathway along the shoreline above elevation 528 <br /> from the southern property boundary to a point just <br />' south of the restaurant.
