The shoreline designation of the subject property as set <br /> forth in the Snohomish County Master Program is Urban. <br /> The objective of the Urban Environment is to insure <br /> optimum utilization of shorelines within urbanized areas <br /> by providing for intensive public use and by managing <br /> development so that it enhances and maintains shorelines <br /> ' for a multiplicity of urban uses. (Master Program, � <br /> Sn�homish County) ' <br /> 5. RCW 90. 58 sets forth the Shoreline Management Act of <br /> 1971 for the State of Washington. RCW 90.58.140 (2) <br /> requires that no substantial development be undertaken I <br /> on shorelines in the State of Washington without a � <br /> permit from the government entity having administrative <br /> jurisdiction. A subs�tantial development is defined as a <br /> development which to total cost of fair market value <br /> exceeds $1,000 .00 or any development which ma,:erially <br /> interferes with the normal public use of the waters or <br /> shorelines of the State of Washington. (RCW <br /> 90 .56.030 (3) (E) . , administrative finding) <br /> 6 . The proposed development including the demolition of an <br /> existing building and the new construction and the <br /> restoration of the existing over-water building are <br /> substantial developments which the total costs of fair <br /> market vaiue will exceed $1,000.00 and will involve the <br /> shorelines as recognized by the State of Washington. <br /> The Applicants is required to obtain a Shoreline il <br /> Substantial Development Permit. (administrative finding) <br /> 7, The Comprehensive Plan of the City of Everett designates <br /> the subject property as Office Park which allows office, <br /> services, and limited retail within 350 feet of <br /> arterials and multiple-family residential development. <br /> The requested activity conforms with the provisions of <br /> the Compr�ahensive Plan. (staff report, Ervine testimony) <br /> g. On-site is an existing building which is on piling and <br /> extends into Silver Lake. It is the intent of the <br /> Applicarit to restore this building and to use it as a <br /> conference and meeting coom. This building on piers is <br /> a permi.tted use in' an Urban Environment. <br />
