The Everett Planning Department has recommended approval <br /> subject to conditions. <br /> DECISION <br /> Based upan the preceding Findings of Fact:; and Conclusions, the <br /> testimony and evidence submitted at the public hearing, and <br /> upon the impressions of the Everett Hearing Examiner upon a <br /> site view, it is hereby ordered that the Shoreline' Substantial <br /> Development Permit be granted for the development of property <br /> at 11822 19th Avenue S.E. in the City of Everett, Washington, � <br /> subject to the following conditions: <br /> 1. Development shall occur in accordance with the site plan <br /> submitted June 8, 1987 • as modified by this repo_ ' <br /> attached as Exhibit #2. <br /> 2. Detailed drawings in accordance with City design and <br /> construction sta!�dards shall be submitted to the Public <br /> Works Deparcment � showing site parking layout, <br /> , landscapinq, ucilities, storm drainage and all required <br /> improvements :�n the public right-of-way. Public Works <br /> ' ' Jepartment apnroval of these drawings is required prior <br /> to any perrits being issued. All improvements shall be <br /> co�pleted, approved and warranted before the Occupancy <br /> Permic is isssued. <br /> 3. Fifteen feet of right-of-way is to be dedicated on <br /> Highway 527 to the City for street purposes. Five feet <br /> of utility easement •is required outside the right-of-way <br /> dedication. This five feet of utility easement can be <br /> locat.ed within the ten foot landscaping buffer. <br /> 4. Full standard street improvements are required to SR <br /> 527 including but not limited to curb, gutt��r, <br /> sidewalk, street widening, drainage control and <br /> transitions per City Standards and the Silver Lake , <br /> Traffic Study <br /> Applicant may wish to consider the formation of a Local <br />� Improvement District for construction of fIiahway 527. <br /> If the street improvemer.ts are not completed prior to <br /> issuance of building permits and an L�ID has not been <br /> formed, appropriate performance guarantees will be <br /> required for public right-of-way improvements. <br />
