26. On page 6 of the DNS, item 10, the Police Department recommended that <br />for security purposes, "Lighting of the parking lot should be a minimum <br />of one to two foot candles." Illumination levels recommended by the <br />Illuminating Engineering Society were provided as an exhibit in the <br />Staff Report. Although apartment parking areas are not specifically <br />mentioned, recommendations for other parking areas range from one to <br />five foot candles. <br />To provide a reference point for City Council, light readings were <br />taken in front of City Hall (at night) using a Sylvania Light Meter, <br />Model D-2000. Holding the meter directly between the two globe lights <br />on the steps of City Hall, the meter registered one foot candle. <br />Readings taken of the illumination from the street light directly <br />across from City Hall ranged from six (standing directly under the <br />light) to one (standing on the curb directly in front of City Hall, <br />across the street from the street light). <br />27. The fifth issue appealed by the Silver Lake Action Committee is the <br />additional traffic problems and air emissions from the traffic <br />generated by this proposal. <br />28. The Puget Sound Air Pollution Control Agency is the agency with <br />jurisdiction over air quality in this area. Jim Pearson of this agency <br />stated that they would recommend additional air quality analysis for <br />projects with more than 2,500 to 3,000 additional trips generated where <br />there is already high backgrouud air emissions. He stated that for the <br />size and location of this project, additional air emissions should not <br />be significant and additional analysis is not necessary. He did <br />indicate that in the future the City may want to do a cumulative air <br />quality study for all the development proposed in the area. <br />29. Approximately 1,200 to 1,300 additional vehicle trips per day would be <br />generated by this proposal. <br />In 1987, traffic counts on 19th Avenue S.E. in this area showed about <br />14,000 trips per day. The proposed apartments would increase traffic <br />levels by about 10 percent. <br />30. The City has completed an area -wide traffic study of the Silver Lake <br />area, which defined traffic mitigation measures necessary to provide <br />for adequate traffic flows and traffic safety for potential <br />developments in the area. The traffic mitigation measures required for <br />the subject proposal are based upon the recommendations contained in <br />the Silver Lake area -wide traffic study. <br />31. In order to mitigate the impacts of the increased traffic, the <br />following conditions were placed in the Mitigated DNS: <br />a. 25 feet of right-of-way is to be dedicated to the City for street <br />purposes for 19th Avenue S.E. (SR 527) on the proposal's full <br />frontage per Ordinance 555. (SEPA Transportation Policies) <br />-7- <br />
