b. Full standard street improvements are required to 19th Avenue <br />S.E. including but not limited to curb, gutter, sidewalk, street <br />widening transitions, and drainage control, per the Silver Lake <br />Traffic Study and City Standards. (Ordinance 555 and SEPA <br />Transportation Policies) <br />c. Applicant will be required to sign a Local Improvement District <br />Covenant for street improvements to 19th Avenue S.E. (SEPA <br />Transportation Policies) <br />d. A traffic signal must be installed at the intersection of 19th <br />Avenue S.E. and 121st Street S. E., per the Silver Lake Traffic <br />Study and City Design Standards per Ordinance 555. (SEPA <br />Transportation Policies) <br />e. Parking must be per City Zoning Code and City Design and <br />Construction Standards. For the 178 units proposed, a minimum of <br />267 parking stalls must be provided. (SEPA Transportation <br />Policies) <br />f. The access to the proposal must directly align with 121st Street <br />S.E. to form a 4 -way intersection. (SEPA Transportation Policies) <br />32. The traffic signal improvement will also include a left turn lane at <br />121st Street S. E. and 19th Avenue S. E. It is anticipated that the <br />signal would improve existing area traffic flows, even with the <br />additional traffic generated from this site. The signal should <br />specifically improve access to and from area side streets by providing <br />flow pauses or breaks in the north -south traffic. There will be about <br />200 feet of stacking between the signalized intersection and the 122nd <br />Place S. E. intersection, the nearest intersection to the south. <br />The Washington State Department of Transportation will not permit the <br />signal to be installed until the traffic volumes meet signal warrants. <br />This will probably not occur until after this project reaches full <br />capacity and may not occur until several projects in the area are at <br />full capacity. <br />33. The sixth item appealed by the Silver Lake Action Committee is the <br />requirement for the developer to sign a Local Improvement District <br />Covenant for street improvements to 19th Avenue S.E. The appeal <br />requests additional information about the L.I.D. and possibility of <br />residents being assessed for improvements necessitated by private <br />deve?.opment. <br />34. A number of property owners in the area have expressed a desire to <br />explore the possibility of forming a local improvement district to <br />construct various area street improvements. The project would <br />construct the improvements identified in the March, 1987, Silver Lake <br />Traffic Study. Construction of the ultimate five lane configuration is <br />not anticipated for approximately five years. One of the benefits of <br />-8- <br />
