projects proposed in the aree will have major impacts on traffic, <br />wildlife, noise, and public services. First, the neighbors want the <br />projects slowed down. They want all the pertinent information examined <br />prior to issuance of any permits to Metco Construction. Secondly, they <br />would like to propose that the City and County enter into an interlocal <br />agreement that would govern situations such as this. Thirdly, they ask <br />that lower densities be provided on the site. <br />40. Neal Jeans testified that the proposed project, along with the other <br />proposed developments in the area will have an adverse impact on <br />quality of life of the current residents. <br />41. Duane Osterud stated that the addition of a rental environment will <br />affect the property values of the neighborhood. He recommended that <br />the property be rezoned. <br />42. Jim Miller of Lovell Sauerland and Associates stated that applicant <br />agrees with the environmental impact issues that have been identified <br />by the area residents and staff as valid concerns. They also agree <br />with the 23 mitigation measures identified in the Determination of <br />Non -Significance that was issued for the proposal. He stated that <br />Metco voluntarily agreed to provide additional mitigation of impacts, <br />including the following: <br />'a. Fencing, berming and dense evergreen buffer around the North, <br />South and East boundary of the site except in those areas where <br />the preservation of existing tree cover and wetland protection <br />dictates that such a buffer not be provided and those areas where <br />it is not provided will be at the determination of the City <br />staff. Otherwise it will be provided along the entire north, <br />south and east boundary. <br />Save as much of the natural vegetation as possible on the site, <br />especially respecting the evergreen tree cover and will defer to <br />staff as to which of those vegetation areas need to be preserved. <br />c. Provide wetland enhancement to diversify and increase the habitat <br />value as allowed by the resource agencies with jurisdiction over <br />such wetland areas. <br />d. Provide and record a covenant on the property guaranteeing <br />maintenance of oil and water separators with provisions for the <br />right of City enforcement of those binding on the owner, Metco, <br />and all future heirs, successors and assigns. <br />e. Proceed with frontage improvements along the frontage of 19th <br />Avenue S.E. as identified in the staff recommendation without the <br />benefit of an L.I.D. <br />-10- <br />
