Record a L.I.D. or R.I.D. non -protest agreement binding Metco and <br />all future owcers, successors and assigns to not protest the <br />formation of any local improvement district for the improvements <br />to 19th Avenu: S.E. as set forth in the staff recommendation. <br />g. Provide written certification from the Corps of Engineers that no <br />permit is required under the 404 regulation before building <br />permit issuance provided that the Corps does not require that <br />per,:it for any enhancement program approved by any other resource <br />agencies. <br />43. Jim Miller stated that the landscaping budget for the project is <br />approximately $200,000. The impervious surface area ratio on the site <br />would be about 53.78 percent of the site, compared to the site plan <br />originally submitted which had an impervious surface area ratio of 63 <br />percent. <br />44. Metco Construction also proposes to do no lighting on the back side of <br />the buildings, those that face the north, south and east property <br />lines. The lighting proposed would be within the alcoves on the front <br />of the buildings. There will be lighting in the carports that will be <br />just enough lighting to light two parking spaces. There will be some <br />lighting that goes into the parking area. In the areas that go between <br />the buildings toward the north and south property lines, they <br />wi <br />provide low level lighting standards that will not be as high as the <br />berm with the fence on it. Metco will provide irrigation of the <br />landscaping areas which should help the evergreen trees to take hold <br />rapidly. <br />45. Robert Jones stated that Metco construction intends to utilize the <br />wetland areas as much as possible, taking advantage of their natural <br />storage. The wetlands will outfall in their natural direction with the <br />addition of pipe or grass -lined swale conveyance systems. <br />The storm <br />drainage that cannot be routed to the wetland areas will be routed to a <br />central retention/oil separation system located near the south property <br />line. Grass lined swales in the landscaped areas will be used for <br />water treatment. The existing natural drainage course will be used for <br />outfall of stormwater. He stated that there is a ridge that runs <br />through the rear one-third of the property. From the ridge, drainage <br />age <br />travels to both the east and south and the west and south. <br />drainage that flows to the west and south eventually winds up traveling <br />to an existing drainage awale that runs along the westerly one-third of <br />the property. The entry road to Paradise tracts, the property to the <br />south has a culvert which runs under it. A culvert runs from there <br />across 19th to a low area that enters the drainage system from Silver <br />Lake. He stated that the majority of the water does not drain towards <br />Silver Lake, but to the stream that drains from Silver Lake. The <br />easterly one-third of the project naturally drains to the southwest. <br />46. The site plan presented to the City Council is a revised site plan <br />which provides additional open space and an increase in the number of <br />dwelling units to a total of 192 units. The site plan was revised to <br />mitigate impacts identified by the City staff during the SEPA review <br />process. <br />-11- <br />
