The request is for a
Special Property Use Permit approval to allow the placement of six portable
classrooms and one restroom portable on a playfield directly adjacent to two existing
portable classrooms, located east of an existing covered play shed. (See Figure 1 —
Site Plans.)
The proposed portable classrooms are 896 SF each and the restroom portable is 492
SF. The portable buildings are proposed to be placed on temporary footings on a
gravel base. The portable buildings will be accessed by a pre -manufactured ramp
and walkway system. The restroom portable will be served by an existing sewer line
and pump which was installed to serve portables previously situated in this location.
Power will b, delivered from an existing pole mounted transformer, also installed to
serve the previous portables.
Up to 175 CY of soil will be removed and replaced with gravel (6 inches of soil will
be removed and 9 inches of crushed rock will be in the location under each portable
and associated ramps). The total roof area is 5,868 SF. The welcome ramp system is
pervious and no asphalt or other impervious surface is proposed.
This project is necessitated by dramatically increasing enrollment demands in the
south end of the Everett School District. On March 24k 2015 the Everett School
Board approved a boundary line adjustment shifting 139 •tudents from Woodside
Elementary to Silver Lake Elementary. The student population which is being
shifted to Silver Lake Elementary School actually resides closer to Silver Lake
Elementary School than to Woodside Elementary School. The Board's decision was
based on a series of community meetings. Without a boundary line adjustment, the
projected enrollment at Woodside Elementary School for the 2015-2016 school year
would have been 834 children. Woodside was designed to house 540 students and
currently has 10 portable classrooms and one restroom portable on site.
Project Narrative and SP11 Criteria (o © SHOCKEY
Everett School District No. 2 —Silver lake Elementary School Portables PLANN1Nf.
