i <br />Special Property Use <br />The project is consistent with the Sporial Property Use Evaluation Criteria as <br />described in the following: <br />A. General Evaluation Criteria. The following general criteria shall be used for <br />evaluating special property uses: <br />1. The need of the neighborhood, district, or City for a proposed special <br />property use. <br />Dramatically increasing enrollment demands in the south end of the District would <br />have meant over enrollment at Woodside Elementary School beyond its current <br />capacity so that on March 24`s, 2015 the Everett School Board based on input from <br />community meetings approved a boundary line adjustment shifting 139 students to <br />Silver Lake Elementary School closer to where the students actually reside. Schools <br />are integral part of neighborhoods serving the students in the District while also <br />providing opportunities for community use of the faculties before- and after -school. <br />2. The adequacy of streets, utilities and public services required to serve a <br />proposed use. <br />Streets <br />Silver Lake Elementary has access from the Bothell Everett Highway. Access to <br />parking is also provided from 127t° Place SE. The street system in the vicinity of <br />Silver Lake Elementary School is currently operating within an acceptable level -of - <br />service. The school is already developed and an increase in capacity of 139 students <br />is proposed. Streets are adequate to serve the proposed project. Additional details <br />are provided in the Transportation section of the SEPA Environmental Checklist. <br />Water <br />The existing water service is provided by the City of Everett. Water service would <br />be reactivating the existing service line serving the restroom portable that was <br />removed. <br />Sewer <br />The existing sewer service is provided by the City of Everett. The existing sewer <br />service is adequate to serve the proposed restroom portable which will be served by <br />an existing sewer line and pump which was installed to service portables previously <br />situated in this area.' <br />Public Services <br />The site is served by the City of Everett Fire and Police. The proposal does not <br />increase the need for public services due to the fact that this is located on an existing <br />school site.
