LU 2.2.9 tart commercial developments should be designed and developed to <br />promote easy access for residents of surrounding neighborhoods, pedestrian, public <br />transit, and the physically disabled. <br />There are existing sidewalks along the west side of t`ne property. The existing <br />welcome ramp and landing will remain with an additional welcome ramp landing <br />and ramps provided for the proposed portables to provide pedestrian and A.DA <br />access to the proposed portables. <br />Policy 2.7.2: All public facilities should be sited and developed so as to be <br />compatible with adjoining land uses to the greatest extent feasible. <br />Silver Lake Elementary School is an existing use in the neighborhood. The proposal <br />is for an addition of portables on the existing campus. The surrounding uses, which <br />are mostly residential and a fraction of commercial to the southwest, are compatible <br />with the historical school use of the property. Existing landscaping and topography <br />help to serve as a buffer between the uses. <br />Policy 6.1.3: Concurrency shall be required of those facilities that are mandated by <br />the GMA for finding purposes (transportation, water and sewer). A six -year <br />capita! funding plan shall be developed to cover other city facilities that are not <br />subject to GMA concurrency requirements. Tine City will work with the purveyors of <br />other services to assure the provision of facilities and services in an appropriate and <br />timely manner. <br />... (c) Other purveyors of public .services provide an important component to the <br />desired quality of life in Everett. These facilities and services are categorized as <br />"Facilities and Services Controlled by Others" (e.g. schools, solid waste <br />disposal/recycling services). Since most of these facilities are outside of the City's <br />direct control, the City will work with those purveyors to provide necessaryfacilities <br />and services. <br />.There is adequate transportation, water and sewer service available to continue to <br />serve the new school building. The proposed new portables are consistent with the <br />goals and needs of the District. The proposal allows the District to serve current and <br />projected enrollment in a safe and efficient manner. <br />TR 2.a New developments and redevelopments shall be encouraged to incorporate <br />transit -supportive and pedestrian friendly design features. <br />As stated previously, the District provides bus service to students within the school <br />boundary. Everett Transit also provides service within the City of Everett. <br />10. Compliance with the provisions of this ordinance and other City, State and <br />Federal regulations. <br />The proposal is in compliance with the Administrative SPU process (Review Process <br />iI — EMC 15.16 and 41.150). The proposal is in compliance with all other City, <br />State and Federal regulations.
