l/ <br />1 <br />Silver Lake Elementary School is an existing school in an established neighborhood <br />and has been in the community since 1937. Construction of the proposed project <br />would result in temporary, localized increases in pollutant emissions and v,jutd be of <br />a short-term and relatively minor nature. No significant air quality impacts would be <br />expected. The increase in noise levels during construction would be temporary and <br />between designated hours as allowed by City code. Construction lighting, if needed, <br />would be temporary during construction. <br />9. Consistency with the goals and policies of the Everett General Plan for the <br />area and land use designation in which the property is located. i <br />Silver Lake Elementary School is an existing use in the neighborhood, which is <br />zoned R2 Single-family Medium -Density Residential. C-I (General Commercial) <br />zoning is located across the Bothell Everett Highway to the west of the site. The <br />surrounding uses, which are residential and commercial across the Bothell Everett <br />Highway, are compatible with the school use of the property. <br />The proposal is consistent with the following City of Everett Comprehensive Plan <br />Land Use Policies: <br />LU Objective 2.7 Reinforce, maintain and enhance the desirable qualities of <br />Everett's neighborhoods. <br />The proposed portable placement at Silver Lake Elementary is the a result of <br />community meetings and the School Board's decision to direct increased enrollment <br />closer to where students live at a school facility and site that is able to accommodate <br />increased enrollment. <br />LU 2.2.3 Require new commercial development to be pedestrian friendly and <br />compatible with public transportation service. <br />Silver Lake Elementary School is an existing use in the neighborhood. Sidewalks <br />and street improvements are already in place. <br />The site is currently served by Everett Transit. The District provides bus services to <br />students within the service area. <br />LU 2.2.4 Adopt standards to promote ivell designed commercial developments and <br />proper maintenance of commercial properties to improve and reinforce the quality <br />and character of the commercial district and sounding neighborhoods. <br />While the use is commercial in nature, the code recognizes school uses as <br />appropriate in residential neighborhoods and the school is sited adjacent to a <br />commercial -none across the Bothell Everett Highway. The school would be <br />compatible with the surrounding neighborhood and would not impact the existing <br />quality and character of the neighborhood.
