Paul McKee
From: Jane Zimmerman
Sent: Sunday, March 29, 2015 12:16 PM
To: Paul McKee
Cc: Teresa Weldon; Gerry Ervine; Terr; Jorgenson; Heidi Davis; Benyam Stephanos
Subject: RE: Silver Lake Elem. Portables
Hi Paul —
I researched our permit history for this site and I also researched the stormwater system downstream of this site in the
adjacent subdivision. I'll save all y'all the long detailed explanation of why, and just answer your question... Yes, the
project will require a stormwater management plan, and it does appear that the stormwater plan and report will need
to show compliance with Minimum Requirements 81-9.
The conditions to be used as the "existing" conditions for comparison with the "proposed" conditions are required to be
the land use conditions that existed in February of 1997. Absent of any better information, I would recommend the
applicant use the City's 2001 aerial photography to determine the conditions that existed in 1997. When I look at the
City's 1996 aerial and the 2001 aerial, there does not appear to be any appreciable difference in the area I would
consider impervious. However, the 2001 aerial has much a much higher resolution and the impervious area will be
easier to measure.
Thank you,
Jane
Jane Zimmerman, Sr Engineer
City of Everett Public Works Department
phone:425-257-8885 fax 425-257-8882
e-mail: izimmerman(d)everettwa.gov
From: Paul McKee
Sent: Wednesday, March 25, 2015 5:30 PM
To: Jane Zimmerman
Cc: Teresa Weldon; Gerry Ervine; Terri Jorgenson; Heidi Davis; Benyam Stephanos
Subject: Silver Lake Elem. Portables
Hi Jane,
We received permit application(s) for a grouping of 7 new portables (six classrooms & one bathroom) for Silver Lake
Elementary located at 12815 19" Ave SE. The portable structures alone, not inclusive of any walkway paving, total up to
more than 5800 Sq. Ft. of impervious area. They intend to place them on the grass playground east of the main school
buildings. It appears that we permitted two portables to be placed there in August of last year. And, it also appears from
TRAKiT and GO! Sync that there is a history of portables moving on and off of the playground over the last decade.
The submittal came in without a stormwater management plan ... Will we need to require oi.0 And if so, should they be
addressing min requirements 1-9 or? The full plan set is available at the permit counter if you need to see more context.
Thanks,
