1. The need of the neighborhood, district, or City for a proposed Special Property
Use.
Findings: The subject site is located in a commercial zone and will be designed to
accommodate multiple wireless carriers consistent with the City of Everett's policies for
the colocation of communications facilities on one (1) site. The subject site is also located
in close proximity to the 1-5 corridor, Everett Mall, and the Highway 526/527 corridor
and their exchanges which are very high demand generators for mobile phones.
Conclusion: The proposed use provides a public benefit.
2. The adequacy of streets, utilities, and public services required to serve a
proposed use.
Finding: The installation and operation of the proposed monopole and antennas will not
place a hurden on the City's existing infrastructure. The facility will not generate
significant traffic, and will not require sewer or water service. Since the facility is
unstaffed, it will not generate a need for emergency services.
Conclusion: Existing streets, utilities, and public services are sufficient to serve the
proposal.
3. The impact of traffic generated by the proposed use on the surrounding area,
pedestrian circulation and public safety; and the ability of the proponent to mitigate
such potential impacts. .
Finding: There will be some traffic during constriction, and an average of less than
twenty (20) maintenance trips per month at the site.
Conclusion: The proposed monopole will not create a significant traffic impact.
4. The provision of adequate off-street parking, on -site circulation, and site access.
Finding: The site will be accessed from a gravel driveway will extends from 19th Avenue
SE, west of the site. Once developed, the site will only require enough parking for
maintenance trucks which will visit the site once per rnon;h for each of the five fire service
providers.
Conclusion: Adequate parking, circulation and access can be provided on the site.
5. Compatibility of proposed structures and Improvements with surrounding
properties, including the size, height, location, setback and arrangement of all
proposed buildings and facilities, especially as they relate to light and shadow
impacts on more sensitive land uses and less intensive zones.
