1. The need of the neighborhood, district, or City for a proposed Special Property <br />Use. <br />Findings: The subject site is located in a commercial zone and will be designed to <br />accommodate multiple wireless carriers consistent with the City of Everett's policies for <br />the colocation of communications facilities on one (1) site. The subject site is also located <br />in close proximity to the 1-5 corridor, Everett Mall, and the Highway 526/527 corridor <br />and their exchanges which are very high demand generators for mobile phones. <br />Conclusion: The proposed use provides a public benefit. <br />2. The adequacy of streets, utilities, and public services required to serve a <br />proposed use. <br />Finding: The installation and operation of the proposed monopole and antennas will not <br />place a hurden on the City's existing infrastructure. The facility will not generate <br />significant traffic, and will not require sewer or water service. Since the facility is <br />unstaffed, it will not generate a need for emergency services. <br />Conclusion: Existing streets, utilities, and public services are sufficient to serve the <br />proposal. <br />3. The impact of traffic generated by the proposed use on the surrounding area, <br />pedestrian circulation and public safety; and the ability of the proponent to mitigate <br />such potential impacts. . <br />Finding: There will be some traffic during constriction, and an average of less than <br />twenty (20) maintenance trips per month at the site. <br />Conclusion: The proposed monopole will not create a significant traffic impact. <br />4. The provision of adequate off-street parking, on -site circulation, and site access. <br />Finding: The site will be accessed from a gravel driveway will extends from 19th Avenue <br />SE, west of the site. Once developed, the site will only require enough parking for <br />maintenance trucks which will visit the site once per rnon;h for each of the five fire service <br />providers. <br />Conclusion: Adequate parking, circulation and access can be provided on the site. <br />5. Compatibility of proposed structures and Improvements with surrounding <br />properties, including the size, height, location, setback and arrangement of all <br />proposed buildings and facilities, especially as they relate to light and shadow <br />impacts on more sensitive land uses and less intensive zones. <br />
