Findings: The site is located in a commercially zoned area and is located in the rear of <br />commercial facilities facing 19th Avenue SE. The site was chosen to avoid impacting <br />view corridors located on 19th Avenue SE and Interstate 5. The tower will be a <br />monopole to minimize its profile and will be similar in scale to the light standards located <br />in the I-5 freeway corridor. Equipment shelters will be screened by Type I landscaping <br />designed to create a visual barrier in a three-year period. Further screening will occur as a <br />result of an existing retaining wall located on the property to the southeast and the trees <br />located on the property and in the State right-of-way to the west of the site. <br />Conclusion: Prior to the issuance of Public Works and/or Building Permits for the <br />proposed project, the Applicant must submit a fled landscape plan showing the <br />location, size, and nature of all outdoor equipment and a landscaping plan showing the <br />location, species, number and size of plant materials used to screen the structures and <br />promote compatibility with the surrounding land uses. <br />6. The number, size and location of signs, especially as they relate to more sensitive <br />land uses. <br />Finding: There are no signs proposed for this project. <br />Conclusion: This criterion is not applicable to the proposer! project. <br />7. The landscaping, buffering and screening of buildings, parking, loading and <br />storage areas, especially as they relate to more sensitive land uses. <br />Please See Findings and Conck:sions for SPU Criterion #5. <br />8. The generation of nuisance irritants such as noise, smoke, dust, odor, glare, <br />visual blight or other undesirable impacts. <br />Findings: Following a two -month construction period no smoke, dust or glare will <br />emanate from the site. Noise will be limited to commercial type air conditions and <br />potentially backup generators needed in case of a power failure. It is anticipated that the <br />site activities will not be above ambient noise levels in the area or exceed any noise <br />regulations applicable to commercial areas. <br />Conclusion: Noise levels from the freeway and 19th Avenue SE are much more <br />substantial than the noise which will be generated by the AC units. <br />9. Consistency with the goals and policies of the Everett Comprehensive Plan for <br />the area and land use designation. <br />Findings: The proposed development is consistent with the goals, policies and <br />regulations identified in the Everett Comprehensive Plan and Zoning Code.
