2. Prior to issuance of any permits, the Applicant must pay a <br />mitigation fee of $12,000 per the Interim Traffic Mitigation <br />Ordinance No. 1670-89, based on trip generation of 150 average <br />daily trips. (SEPA Transportation Policies) <br />3. 19th Avenue S.E. is designated as a "Gateway" corridor in the <br />City's General Plan. The General Plan states, "Because Everett <br />wants to develop and promote an attractive image, all entry <br />corridors into the City should be designated as "Gateways" and <br />standards should be applied to developments along such <br />"Gateways" relating to building design, landscaping, signage, <br />outdoor storage and other aesthetic considerations that will <br />serve to upgrade Everert's image". To meet the intent of the <br />policy, the following requirements must be met: <br />a. Use of unique building design or facade materials. This <br />may include use of texturing, coloration, or architectural <br />elements (i.e., mansard, roof design). (SEPA Aesthetics <br />Policies) <br />b. Street trees must be provided on the property's 19th <br />Avenue S.E. frontage, with species approved by the <br />Planning Department. Street trees must be planted at <br />intervals of not greater than 20 feet on center. (SEPA <br />Land and Shoreline Use Policies) <br />C. Landscaping of excess street right-of-way and setback <br />areas. Landscaping in these areas must meet or exceed the <br />Type III standard specified in the Zoning Code. (SEPA <br />Land and Shoreline Use Policies) <br />MITIGATION REQUIRED BY EXISTING CODES AND <br />1. On -site detention of stormwater runoff is required per City of <br />Everett Design Standards. (SEPA Public Services and Utilities <br />Policies) <br />2. If greater than 10,000 square feet of paved area will be created <br />by this project, a vegetated swale designed and constructed per <br />City Standards will be required to treat storm water runoff from <br />paved areas. <br />
