McAndrews Rd. Ste #1 <br />Medford, OR 97504 <br />Dear Mr. Michaelis, <br />We have noticed that construction on the Everett HomeBase site has been proceeding. Your <br />store will be a welcome addition to the retail corridor on South 19`h, and we want to ensure that <br />your store will open on time without problems or delays. <br />In the past we have had problems with HomeBase representatives including failure to <br />communicate, change in contractors, and failure to meet the conditions of the permit <br />requirements. See attached list of specific problems. <br />Our office has been in contact with Dave Gibbons of Barry Swenson Builders about the <br />construction date and progress on the Spane Wetland Mitigation site. Construction ofthis <br />wetland has not yet been started. According to the conditions of approval for this project (Final <br />Mitigated Determination of Non -Significance, SEPA # 65-96, condition # 24, see attached), the <br />mitigation plan must be implemented prior to the issuance of occupancy permits for the <br />HomeBase project. All elements of the mitigation plan shall be in place and functioning, <br />including the Marshland Mitigation project to address wildlife function and value. As you may <br />be aware, the City's SEPA Determination was appealed by the Silver Lake Action Committee. <br />The appeal was resolved through a stipulated agreement between HomeBase and the <br />neighborhood. The agreement reiterates the requirements of condition 424 and requires the City <br />to enforce these requirements. <br />The Marshland mitigation site will need reed canary grass control and eradication prior to site <br />grading. This process will probably take at least 3-4 weeks to destroy the plants and seed source. <br />The first step of this process has taken place with the mowing of the reed canary grass, but two <br />applications of Roundup need to be applied. Topsoil probably will need to be placed on the site <br />to supplement and retard the growth of the reed canary grass. This process needs to be addressed <br />in the timeframe for building the wetland mitigation site. <br />The concerns regarding the required completion of the mitigation project (Condition #24) were <br />emphasized again in our meeting several weeks ago with a HomeBase representative.
