FINAL <br />MITIGATED DETERMINATION OF NON -SIGNIFICANCE <br />SEPA 065-96 <br />Homebase Retail Store <br />DESCRIPTION OF PROPOSAL: The proposed actions are the issuance of Public Works, <br />Building and Shoreline Permits (including grading, drainage, utilities, paving, landscaping and <br />wetlands alteration and mitigation) for the construction of a new retail building on a 9.79 acre <br />site at the northwest comer of 19th Avenue SE and 100th Street SE. The project will consist <br />of a single story, 114,000 square foot retail building for Home Base Inc.; 24,000 square feet of <br />outdoor display and sales area; a 3,500 square foot fast food restaurant, and 452 on -site <br />surface level parking stalls. The Applicant is also proposing to fill 43,017 square feet of a <br />Category II scrub/shrub riparian wetland in the head waters of Woods Creek Basin and the <br />alteration of 92,940 square feet of forested buffer. As mitigation for filling the wetland the <br />stornwater detention, water quality and groundwater recharge functions of the wetland will be <br />replaced "on site' and "off site" at the Family Tres Apartments which are located at 10110 19th <br />Avenue SE, Everett, Washington. Wildlife habitat functions will be mitigated "off site' on <br />approximately five (5) acres of farmland, located on the east side of Lowell Larimer Road in <br />the Snohomish Valley.
