• Store petroleum products and building materials that could contaminate runoff in a <br />covered area. Create an impervious berm around the perimeter of the storage area and <br />line the area with a double layer of plastic or similar mat: .al; <br />• Cover and maintain dumpsters; <br />• Use only recommended amounts of paints and other construction materials; <br />• Properly dispose of all oil, oil cans, and waste such as oil -soaked rags and paper, <br />• Keep fresh concrete and cement mortars out of gutters, storm drains, and wetlands; <br />♦ Service and maintain portable toilets; <br />• Dispose of Geared vegetation properly; <br />• Post information for procedures in case of spills; and <br />• Immediately clean up any spills by removing L ;d properly disposing of affected soils at <br />an approved site. <br />15. During site preparation all refuse must be removed and disposed of appropriately. <br />16. The use of phosphorus -containing fertilizers on this project for stormwater facility <br />construction, or for installation and/or maintenance of landscaping, is prohibited. <br />17. The parking lots shall be swept weekly, with a vacuum or regenerative air sweeper. <br />Sweeper operators shall be trained in achieving maximum sweeper performance. <br />Wetlands <br />18. A Hydraulics Project Approval (HPA), Army Corps of Engineers Permit, and a Shorelines <br />Substantial Development Permit will be required for the construction of the Marshland <br />Mitigation Site. 4 <br />19. In order to mitigate the 1.7 acres of wetland fill, 4.7 acres of wetland must be created <br />and/or enhanced on the Marshland Mitigation Site, in accordance with the Siler Property <br />Conceptual Wetland Mitigation Plan dated October 21, 1996, and Final Wetland <br />Mitigation Plan. <br />20. The Marshland Mitigation Site for the Siler property will be placed in an easement tract <br />and prior to final plan approval shall be legally described by a licensed surveyor and filed <br />as a Record of Survey with the Snohomish County Auditor. A covenant shall be placed <br />on the title of property for the Marshland Mitigation Site and the area shall be used for <br />wetland mitigation purposes in perpetuity. <br />21. A final wetland mitigation plan must be provided to the Planning Department for review <br />and approval prior to issuance of construction permits. The final mitigation plan must <br />incorporate the basic design parameters contained in the conceptual mitigation plan, and <br />must be prepared in accordance with Section 37 of the City's Zoning Code, and the <br />Administrative Guidelines for the Identification and Evaluation of Wetlands and Streams. <br />22. All mitigated wetland construction and/or enhancement be must done prior to or <br />concurrently with filling of the wetland on the Homebase site. 41 <br />23. At the wetland mitigation site, no grading, shaping, construction, draining, vegetation <br />removal, fertilization, spoil spreading or pesticide application shall be allowed except as <br />EXHIBIT # . <br />FAGc# L)FL3 <br />
