OLPUBLIC WORKS <br />MEMORANDUM <br />TO: Gordon Witcher <br />FROM: Jane Zimmerman <br />DATE: September 19, 1997 <br />SUBJECT: Homebase Rough Grading and Temporary Erosion/Sedimentation <br />Control Plan <br />The proposed plan and temporary facilities do not provide for the replacement of the wetland's <br />stormwater-related functions. In particular, the wetland's stormwater detention functions are <br />critical, particularly during the wet season. The subject plan proposes to convey, directly <br />downstream, the stormwater runoff currently detained in the wetland. Given the time of the <br />year and the characteristics of the site, it is likely that construction of the permanent facilities <br />will be delayed until next spring/summer. In order to avoid downstream flooding and erosion, <br />I don't believe the wetland should be filled until the design of the permanent facilities has been <br />finalized and approved, and until the construction of the permanent facilities can occur in <br />conjunction with the filling. <br />
