OLPUBLIC WORKS MEMORANDUM TO: Gordon Witcher FROM: Jane Zimmerman DATE: September 19, 1997 SUBJECT: Homebase Rough Grading and Temporary Erosion/Sedimentation Control Plan The proposed plan and temporary facilities do not provide for the replacement of the wetland's stormwater-related functions. In particular, the wetland's stormwater detention functions are critical, particularly during the wet season. The subject plan proposes to convey, directly downstream, the stormwater runoff currently detained in the wetland. Given the time of the year and the characteristics of the site, it is likely that construction of the permanent facilities will be delayed until next spring/summer. In order to avoid downstream flooding and erosion, I don't believe the wetland should be filled until the design of the permanent facilities has been finalized and approved, and until the construction of the permanent facilities can occur in conjunction with the filling.
