The existing wetland's stormwater detention functions are critical, <br />particularly during the wet season. The subject plan proposes to convey, directly downstream, <br />the stormwater runoff currently detained in the wetland. In order to avoid downstream flooding <br />and erosion, the wetland must not be filled until the design and construction of the permanent <br />facilities.
